CLEVELAND -- One person died in a fatal accident near East 155th Street and Harvard Avenue in Cleveland Friday morning. The crash was reported just after 6 a.m.
Upon arrival, police saw that Dodge Caravan and a Kia Spectra were involved in the accident. Upon checking the vehicles the operator of the Kia Spectra was found to be unresponsive.
EMS was notified, responded to the scene, found the victim unresponsive and pronounced him dead on the scene.
The Cuyahoga County Medical Examiner's Office has identified the man as Thomas M. Thomas, 70, of Geauga Couty.
The driver of the Dodge Caravan appeared to be under the influence of drugs or alcohol and was placed under arrest for aggravated vehicular homicide.
Charles R. Dukes, Jr., 60, of Cleveland, was identified as the driver and was taken to the Division's Central Prison Unit, where he is awaiting charges.
Due to the fatality the Cleveland Division of Police Accident Investigation Unit was notified and is investigating.
The preliminary investigation reveals that the Dodge Caravan was operating eastbound on Harvard Avenue above the posted speed limit.
At E. 155th Street, the Caravan struck the Kia Spectra that was exiting a parking lot and attempting to make a left turn onto Harvard Avenue.
