TOLEDO, Ohio - Ohio Gov. John Kasich's plan for expanding Medicaid under the new federal health care law might not be dead, but it's certain to end up with a different look.

Republicans who control the state legislature are taking the Medicaid expansion out of the governor's budget and want to come up with their own plan.

They're insisting that any proposal must include "reforms" that control the costs of what is the largest health insurer in the state.

At stake is health care access for thousands of low-income Ohioans.

Republicans say their focus will be on long-term cost savings and want some flexibility on the part of the federal government to create their own Medicaid plan.
