LORAIN -- A woman called Lorain police Saturday, concerned about the welfare of her granddaughter after hearing the child crying in a locked house.

The woman called police about 1:45 p.m. after knocking on the door of the home on W. 24th Street but getting no answer.

When police arrived, they heard the television on in the living room and they heard the child crying as well.

Police knocked on the door and yelled for the mother to answer.

Police went into the house through an open window and found the little girl crying upstairs in a bedroom.

She was sitting behind a door.

Police think she crawled out of her crib  and used a couch to climb onto the floor.

Police say the child looked dirty and appeared to be wearing a heavily soiled diaper. They took the child to her grandmother.

Police searched the house and found the mother of the child, Shacara Payne, 22, and a man lying naked on a bedroom floor.

Police say they were passed out and the bedroom smelled heavily of alcohol.

Police say Payne appeared to be under the influence of alcohol and when asked where her daughter was, she replied, "I am not sure."

The child had been crying for over 40 minutes.

Authorities found the kitchen full of empty beer cans and liquor bottles. There were dirty dishes on the floor and in the sink.

Police say the refrigerator was empty and there was no baby food.

Police arrested Payne, charged her with child endangering and took her to jail.

The grandmother took the little girl.
