CLEVELAND -- The Flats' east bank is one step closer to a new lease on life.

The final steel beam was hoisted to the top of the 23-story office building being built on the east bank Wednesday night.

It is the first phase of a $500 million dollar project to redevelop the site.

Besides the office building, it will include a parking garage, a loft hotel and restaurants.

It's expected to open next year.
