CLEVELAND -- It was nearly a year ago Tremont artist Jeff Chiplis refused to give up his cell phone and wallet when two thieves came to rob him on the outskirts of Cleveland's near west side neighborhood.
"I remember saying 'No, I need those items,' and then I started running. I remember hearing a bang-bang noise. One bullet grazed my calf, the other hit me in the back," he said.
