It began when police pulled over another driver at Lakeview and Superior avenues. According to a police report, a van driven by Edward Henderson, 40, of Cleveland, drove by at a close distance, nearly hitting the officers.

Police said they ordered Henderson to pull over, but he ignored their orders and took off, leading them on a high-speed chase.

The department's helicopter was called in to pursue Henderson and recorded video of the arrest. The chief's office won't release the video because of the internal investigation, but two officers, who said they saw the video, said they were appalled at what they saw.

Henderson was injured and had to be hospitalized. It's not clear how he suffered the injuries. Police charged him with assault and failure to obey police orders.

Police sources say internal affairs is not only looking at the alleged beating, but also examining whether other officers stood by and watched.

The Chief's office and the Safety Director declined comment, but confirmed an internal investigation is underway.
