Gov. Kasich signs Cleveland schools plan

CLEVELAND -- Gov. John Kasich has signed a plan to overhaul the city's school system.

The improvement plan was approved by state lawmakers. City and state leaders joined Gov. Kasich for the signing ceremony at John F. Kennedy High School.

The law will allow the district to shut down failing schools more quickly, remove ineffective teachers and removes seniority as the sole basis for decisions regarding staff layoffs.

In addition, the bill calls for applications by community school sponsors to be reviewed by the state, a panel appointed by Mayor Jackson and a charter school association. It also calls for national standards to assure charter school quality.
