Ma is also required to pay $34,000 in restitution to Cuyahoga County.
Prosecutors said the kickbacks allowed Broma, an information technology business, to get at least two Cuyahoga County computer contracts, according to court records.
One of those contracts was for "Docuware," a $100,740 document-imaging contract, as well as another lucrative subcontract.
Ma was charged by means of an information May 24. A filing by information usually means the defendant is cooperating with federal authorities.
Ma was to plead guilty to bribing Public Official #2, widely named in multiple federal court documents; a Cuyahoga County Auditor's office employee; and at least three other county employees.
PO2 has been widely acknowledged to be Cuyahoga County Auditor Frank Russo, although Russo has never been named and maintains his innocence.
