Geauga County: Teen dies in buggy crash

PARKMAN TOWNSHIP -- An 18-year-old man driving a buggy has died after a Thursday afternoon crash.

The Chardon Post of the Highway Patrol says Robert Miller was driving the 2008 homemade Amish buggy westbound on Farmington Road when it was struck in the rear by a 2006 Chrysler PT Cruiser.

Authorities say the crash took place around 3 p.m., just over a hill's crest about a half mile east of Hobart Road.

Miller, of West Farmington, was ejected from the buggy, landing nearly 40 feet away from the impact.

He was taken via LifeFlight to MetroHealth Medical Center where he later died hours later.

Miller was riding in a two-wheel cart type buggy.

The driver of the PT Cruiser was a 25-year-old Haley Otto, also of West Farmington. She was reportedly wearing her seat belt and sustained no injuries in the crash.

She called 9-1-1, shocked and upset following the crash.

"I was coming up on the hill, I was going the speed limit and he just was there. And I put my breaks on," she explained on the call. "The horse is dead. The guy is dead. "

Otto told troopers she hadn't seen the buggy until it was too late, and she didn't have time to stop. 

She was traveling 45 miles per hour in a 55 mph zone. Troopers say Miller was going three miles per hour. 

The impact launched him at least 40 feet.

Ohio State Highway Patrol reconstruction teams are taking photos, measurements and examining the evidence.

They'll turn over that information to the Geagua County Prosecutor to decide on charges. But Trooper Harrison with OSHP says it's likely Otto will be charged only for failing to give assured, clear distance.

Alcohol is not expected to be a factor.

"I'm so sorry. I was paying attention and everything," she said on the call.
