CLEVELAND -- Ed FitzGerald made a big speech with a lot of big ideas in his second State of the County speech.

A crowd of almost 900 people listened at the Renaissance Hotel as FitzGerald launched the Western Reserve Plan.

The speech was twice the normal City Club length, almost a full hour.

The plan offers a 12-point agenda.  Some of its proposals include the county offering to perform services for suburbs as a baby step toward a possible metropolitan government, making education a county priority, earmarking the county's casino dollars for downtown development, creating a GI bill giving  county veterans a preference for jobs, training and economic help.

The plan can be reviewed at www.westernreserveplan.

FitzGerald said interest in improving county government makes this the right time to think big and make changes.

"We must run as far as we can as fast as we can," he said.
