Ironically even though Obamacare is the sticking point for the potential government shutdown, a shutdown will not have an effect on the next phase of the Affordable Care Act.

Why? Because just like Social Security, Medicaid and Medicare, Obamacare is a permanent entitlement that is not subject to annual funding by Congress.
